I had this under the Chapter 1 Discussion, but I'm not certain if it should be seen better here. The USA Rulebook has 10k and Marathon listed and omits Cyclocross as a required event. The IUF has some requirements for accurately measuring distance that might not be as practical for our typical Marathon courses which focus on more utilizing back roads that are not going to be setting records. Getting start and finishes within requirements for using the term Marathon could be problematic. 

This is the text in the IUF Rulebook:

• Road Racing: at least two races, see specific requirements in chapter 3.

• Muni: Cross Country, Uphill, Downhill, Cyclocross; see chapters 4 and 5.

 

I think we can consider just replacing Road Racing and Muni in the USA Rulebook with those lines.

1C.2 Required Events at NAUCC

NAUCC should include at least the following events. Hosts are free to add events, age

groups, categories or variations that do not appear here, as long as there is no conflict

with the existing rules. When in doubt contact the USA Board.

• Track Racing: 800m, 400m, 100m, One-Foot, Wheel Walk, and IUF Slalom

• Road Racing: 10k and Marathon

• Muni: Cross Country, Uphill, Downhill

• Freestyle: Individual, Pairs, Group, and Club Show

• Flatland and Street

• Trials

• Team Games: Hockey and Basketball

I agree with this as well. Some flexibility seems to be needed. If I see no more comments in a few days I can make a Proposal from this.

I am unsure what constitutes a new discussion- I thought we were doing Chapter threads.. regardless I think this goes well with Dave's required events:

I suggest these be omitted or stated optional since not events at NAUCC 

2.D.1 Venue

If the track is outdoors, plans must be made to deal with inclement weather. Using an indoor track can eliminate this problem. The track must be available for enough days to allow for inclement weather.

I suggest we add when possible or omit because do we really allow for this?

Anything that is a separate topic from a current discussion warrants a new discussion. We are not doing chapter threads in general, however, it does make sense to discuss Chapter 1 (of the USA rulebook, not IUF) as a whole to talk about how to tackle it.

To your first point: Anything that is not listed in the required text of the 2017 USA Rulebook and/or in Dave's proposed updated above would not be required at NAUCC. 

To your second point: "plans must be made to deal with inclement weather". A NAUCC organizer could have the following plans: move track to a later date if it rains or start later or earlier in the day if it rains. Additionally, the USA Board has the power to provide an additional exemption to the rulebook in specific scenarios if needed. For example, they could approve canceling track day at NAUCC if it is impossible to reschedule due to weather. In any case, the organizer should have thought through these scenarios, which is what the rulebook requires.

Not something that has to be changed in the proposal, but when this is implemented in the rulebook (probably by me) it need to refer to IUF Rulebook chapters not just chapters.

Otherwise, I support this.
